The Pitt County Permitting & Inspections Department plays an important role in protecting the health, safety and well-being of residents while helping property owners and contractors navigate the permitting and inspection process. Beyond the technical work, the department is committed to providing helpful, friendly service and meeting the needs of the community.

A Legacy of Service
Pitt County’s Permitting & Inspections Department has a long history of helping protect the community through safe and compliant construction. According to former Chief Building Inspector Stanley Peaden, Pitt County Inspections conducted its first inspection on a house in 1983.

More than four decades later, the department continues to play an important role in the community. From January 1 through August 12, 2026, Pitt County completed 8,746 inspections, reflecting the department’s ongoing commitment to keeping residents, property owners and the community safe.

What to Expect When Applying for a Building Permit
Whether you are planning new construction, an addition or another building project, understanding the permitting process can help make the experience smoother.

The following steps explain what to submit and what to expect during plan review in Pitt County:

1. Obtain an Improvement Permit and Authorization to Construct from Environmental Health if the property is, or will be, served by a septic system.

2. Submit two sets of plans, a completed application, lien agent documentation for projects over $30,000, and Environmental Health paperwork, if required.
3. If the property is located within a municipality or its extraterritorial jurisdiction (ETJ), submit a Municipal Zoning Compliance Permit as well.
4. Once a complete application package is received, plans are reviewed for zoning compliance, building code requirements and floodplain compliance.
5. The building permit is issued once plans are approved and all required fees are paid.
6. Building, electrical, mechanical, plumbing and gas permits must be issued to the contractor performing the work unless the owner is completing the work. In those cases, an owner affidavit is required.
