A Domestic Policy Win on the Table: Claudio Bono and GiveARoof.org at the White House

Claudio Bono Invited at The White House meeting

After three years of silence from Gov. Newsom, the White House invited Claudio Bono to present a no-new-tax homelessness reset.

If you cannot trace the dollar and you cannot find the person it was supposed to house, you did not help anyone. You moved money.”
— Claudio Bono
CUPERTINO, CA, UNITED STATES, September 7, 2026 /EINPresswire.com/ -- In a follow-up to his invitation to the White House, Silicon Valley hospitality veteran Claudio Bono is putting GiveARoof.org at the center of a public contrast: three years of outreach to Governor Gavin Newsom produced no reply. Washington answered the call. The White House opened its doors to Bono.

Bono is Managing Hotel Director for De Anza Properties in Silicon Valley, overseeing The Cupertino Hotel and The Grand Hotel Sunnyvale; President of the Cupertino Chamber of Commerce; a Parks and Recreation Commissioner for the City of Cupertino; President of the Cupertino Historical Society; Founder and CEO of GiveARoof.org, a 501(c)(3) nonprofit; and author of The Homelessness Fix, published in August 2025. The book reached #1 on Amazon twice, including in Poverty & Social Issues, Social Policy, Philanthropy & Charity, and Social Work, and laid out both the model and what Bono describes as the incredible fraud surrounding homelessness spending.

This is not another spending ask. The plan does not go through Appropriations. It is funded with unused miles and points, not a new spending bill. GiveARoof.org’s model is a private-sector reset that converts unused airline miles and hotel loyalty points — an estimated $25 billion a year in idle rewards value — into temporary hotel stays, Welcome Centers, and shared intake. Unused hotel points pay for the room. Money flows through the city. Hotels get occupancy. Cities collect Transient Occupancy Tax. People get a door that locks. Bono calls it a win-win for all.

The model is already moving. No paid support. No government money. Just an easy click to redirect idle miles. With one person, one airline, and less than 14 days, GiveARoof.org fundraised over 500,000 United Airlines miles — proof the channel works before any national rollout. The hotel track is reserved for individuals who can be housed faster and blend seamlessly with other guests: screened participants with no active substance-abuse or mental-health crisis. Those guests are prepared, placed in temporary stays, and surrounded by nonprofit partners whose job is to get them back on their feet. Individuals who need clinical care are routed to treatment, not a hotel lobby.GiveARoof.org is seeking a targeted enhancement to IRS Code Section 170 so qualified donations of miles and points can be recognized at fair market value. That change would let airlines, hotels, and corporations participate at far greater scale, lift rewards programs to a higher use, and turn dormant points into shelter, transportation, and measurable taxpayer savings — a win for companies, cities, and the people housed.

The same design is built to prevent fraud and deliver full traceability: one system with the controls to see who is served, by whom, and with what resource, instead of a maze of disconnected contracts.“After three years of outreach and no reply from Governor Gavin Newsom, I realized I was headed to the wrong capital,” Bono said. “Washington answered the call, and the White House opened its doors. As a California resident, I now know the message did get to the Governor. He chose to ignore a major win in solving homelessness. I am not surprised.

”The rooms exist. The points exist. The waste exists,” Bono said. “In August 2025, I published The Homelessness Fix and showed the incredible fraud surrounding homelessness. If we cannot track where the money went and who we helped, you know something is wrong". This model is built to stop fraud at the intake door and fund shelter with billions in unused loyalty value under an enhanced IRS Code 170. It offers the Trump Administration the tools and controls for a Domestic Policy Win and a major reset of how the nonprofit sector works — without a new tax.”Claudio Bono said the book’s second turn at #1 is not the story. Implementation is. GiveARoof.org is asking the White House to treat the proposal as a domestic policy file — measure nights housed, cut duplication, lock down the data, advance the Section 170 enhancement, and keep new appropriations off the table. Claudio Bono is ready to end homelessness.
