The company has introduced a PEO Fit Check approach designed to help employers evaluate an existing PEO relationship against other available options without beginning the process with an assumption that they need to change providers.

For many businesses, a PEO relationship touches payroll, human resources, employee benefits, workers’ compensation, technology and other day-to-day administrative functions. Yet unlike other major business relationships, the PEO arrangement may continue for years without a meaningful market comparison.

The review looks beyond a single administrative fee or headline rate. Legacy Employer Concepts helps employers examine the broader relationship, including responsiveness, payroll execution, HR support, technology, employee benefits where applicable, workers’ compensation structure, implementation capabilities and overall pricing.

That broader comparison has become increasingly relevant as employers balance operating costs with workforce needs. According to the National Association of Professional Employer Organizations’ 2025 Annual Tracking Survey, released in February 2026, 76 percent of business decision-makers identified economic uncertainty as a major challenge and 68 percent cited healthcare costs.

Those pressures can make it tempting to evaluate a PEO based solely on price. Legacy Employer Concepts says the more useful question is whether the overall value of the relationship remains competitive.

Legacy Employer Concepts recommends that employers considering a review begin by identifying the two or three issues that matter most to their organization. For one business, that may be customer service and payroll responsiveness. For another, it may be workers’ compensation, benefits, multi-state capabilities, technology or total cost.

The brokerage can then help organize an apples-to-apples comparison among multiple PEO options and the employer’s existing arrangement.

The process can also be conducted discreetly before a business decides whether a formal change should even be considered.

“Gathering information is not the same thing as deciding to switch,” Arthur added. “A business owner should be able to understand the market first and make the decision second.”
